Libya: Tripoli’s Effort to Unify Authority Structures Rejected by East

Summary:

On 20 November 2025, the Presidential Council, the High Council of State, and the Government of National Unity announced the creation of the “Supreme Authority of the Presidencies,” bringing together the three presidencies under a coordinated framework designed to act as the country’s supreme sovereign authority.   

The new body aims to unify national decision-making on strategic issues, coordinate official positions on political, economic, and security matters, and formulate joint policies to safeguard Libya’s sovereignty, territorial integrity, and overall stability.  

Officials emphasized that the authority does not create new institutions or structural burdens and called on other sovereign bodies to participate in the coordination process

Outlook: 

The establishment of the Supreme Authority of the Presidencies represents an effort to overcome Libya’s political fragmentation and improve coordination across key institutions.   

Initiated by the Tripoli-based authorities, it may create some momentum in western Libya to establish a common working framework. However, the outright rejection of the proposal by influential actors in the eastern Libya significantly undermines its practical effectiveness.  

This resistance may also reflect that certain political and economic interests benefit from maintaining the existing divisions. While the framework could theoretically improve policy coherence, strategic decision-making, and responses to security and economic challenges, its impact will ultimately depend on tangible engagement from both sides.   

Without genuine East-West cooperation, the initiative risks remaining largely symbolic, and meaningful progress toward reconciliation or unified governance is likely to be limited.
