Libya: KLN Reports Positive Progress on Large-Scale Offshore Project

Summary:

On 20 October 2025, the Hong Kong-based company, KLN Logistics Group Limited, announced progress on Libya’s Wellhead Platform A (WHPA) offshore project in the Bahr Essalam gas field.  

The project is led by KLN Project and is valued at over HK$10billion (~$1.3 billion), making it one of the Mediterranean region’s largest offshore EPCI (Engineering, Procurement, Construction, and Installation) projects. 

Between June and July 2025, KLN completed the first fabrication cut of the topside, jacket, and living quarters of the 20,000-ton gas production platform. The project began in early 2024 and is scheduled for completion in 2027, forming part of Libya’s efforts to develop its offshore energy infrastructure. 

Outlook: 

Progress on the WHPA project highlights Libya’s focus on expanding offshore gas production and collaborating with international contractors for technically complex projects. This project marks a continuation of recent efforts by Libya to attract foreign investment and improve overall oil output from existing and newly developed projects. 

Completion of the platform is expected to increase operational capacity and support broader infrastructure development. The initiative may also pave the way for additional foreign partnerships in Libya’s energy sector and contribute to regional energy market participation.  

However, Libya’s political stability remains a persistent challenge, with a dynamic security environment that poses significant operational challenges to foreign investors looking at oil and gas opportunities in the country.
