Libya: Bouri Field Offshore Construction Proceeding Despite Political Deadlock
Summary:
On 5 May 2026, Mellitah Oil & Gas Company completed the fabrication and assembly of key components for the Bouri Field gas utilization project in Libya, a $1.56 billion development jointly operated by the National Oil Corporation (NOC) and Eni.
The project has entered the offshore preparation phase following the shipment of modules from Ravenna toward the Bouri field.
The development includes installation of compressors, offshore platform upgrades, and subsea pipeline works linking multiple platforms to the Sabratha platform and the Mellitah Industrial Complex. It is designed to process 125 million cubic feet per day of natural gas, with production expected to begin in September 2026.
Outlook:
Despite Libya’s persistent political fragmentation and security volatility, the energy sector continues to attract and sustain major investment projects, driven by the strategic importance of its hydrocarbon resources and the continued involvement of established international operators.
However, this sectoral resilience is not necessarily mirrored across the broader economy. While large-scale energy deals continue to move forward, other sectors remain more exposed to the effects of political division and institutional instability, which can weigh on investor confidence.
