Morocco: AfDB Signs €270 Million Airport Modernization Deal Ahead of 2030 World Cup

On 30 September 2026, the African Development Bank (AfDB) signed a €270 million financing agreement with Morocco to support the National Airports Office’s (ONDA) Program for the Extension and Modernization of Airport Infrastructure (PEMIA).
The program covers the airports of Marrakech, Agadir, Fès and Tangier and will finance upgrades to airport infrastructure, air navigation systems, security equipment and baggage-handling facilities. The program will also introduce digital systems aimed at improving passenger processing and airport operations.
The investment comes as Morocco expects continued growth in passenger and freight traffic ahead of 2030. According to the AfDB, the financing forms part of its wider support for the development and integration of African air transport infrastructure.

While rising passenger traffic is increasing pressure on Morocco’s airport infrastructure ahead of 2030, the financing will help address capacity needs at the four major airports, as tourism is expected to drive demand.
The timing is also linked to Morocco’s preparations for the 2030 FIFA World Cup, which is expected to generate additional passenger flows and place greater demands on airport infrastructure. Expanding infrastructure and upgrading airport security will therefore be important to managing this additional demand without placing further strain on existing facilities.
The project also highlights Morocco’s continued reliance on multilateral financing for major infrastructure projects, allowing the government to spread the cost of airport expansion beyond domestic funding.
