Tunisia: New Law to Provide Rights to Female Agricultural Workers

Summary:

On 23 October 2024, a presidential decree concerning the social protection system for female agricultural workers was published in the Official Journal of the Republic.  

The decree stipulates that female agricultural workers will now be able to benefit from health insurance, disability pensions, work accident insurance, maternity leave, and monthly financial transfers. 

Under the decree, the National Agency for Employment and Independent Work will implement the economic integration program for female agricultural workers, such as studying the economic feasibility of their proposed projects in coordination with relevant public structures. 

This follows the decision to create the Social Protection Fund for Women Agricultural Workers that is included in the 2025 financial law. This fund will cover some transportation costs, and also programmatic expenses. 

Outlook: 

The new decree comes as a response to the multiple marches and sit-ins calling for the government to resolve the fragile situation of female workers especially in interior regions where several deaths have occurred each year. 

The decree also points to the regime’s intention to highlight its image as seeking to integrate workers into the national economy and defend the most vulnerable. 

Favoring communal enterprises of workers is likely to secure solid support for President Kais Saied from these workers especially because the new law was issued by a presidential decree, bypassing the Parliament.
