Regional: Israeli Strikes in Doha Likely to Fuel Already Heightened Tensions

Summary:

On the evening of 9 September 2025, Israel launched an attack targeting Hamas leadership at their headquarters in the Qatari capital, Doha. 

According to the Israeli Defense Forces (IDF), the strike targeted Hamas leaders in Qatar, including senior figures such as Khaled Meshaal and Khalil al-Hayya. 

While several reports suggest that the targeted leaders have been killed, this information remains unconfirmed. Other reports, however, indicate casualties, including injuries and deaths among civilians. 

Qatar’s Ministry of Foreign Affairs condemned this attack, calling it “violation of all international laws and norms, and poses a serious threat to the security and safety of Qataris and residents in Qatar.” 

Outlook: 

As the Worldwide Flotilla movement prepares to sail toward Gaza on 10 September 2025 from Tunisia, Israel’s bombing of targets in Doha marks the second major incident in less than 24 hours, following the alleged strike on one of the flotilla’s boats docked at Sidi Bou Said port in Tunis. 

Together, these developments risk increasingly the potential for public outcry in Tunis, where public frustration is already mounting rapidly. The attacks in Doha will increase the likelihood of protests against Western establishments in Tunis and the potential for other forms of backlash against Western organizations, firms, and personnel. 

Furthermore, Israeli strikes in Doha may further embolden participants in the Worldwide Flotilla, increasing the potential for violent confrontations.
