Morocco: New Partnerships to Envision Advanced Digitalization Across

Summary:

On 21 April 2025, the Moroccan Minister of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, signed a Memorandum of Understanding (MoU) with Finnish telecommunications firm Nokia to strengthen Morocco’s digital infrastructure and innovation capabilities. The agreement plans to deploy 5G networks and fiber optic infrastructure in addition to fostering youth digital skills. 

Maroc Telecom reached another agreement with Vodafone Business to develop smart cities and energy management solutions. The partnership is intended to expand cooperation to include software-defined wide area networks (SD-WAN), private mobile networks, cloud solutions and cybersecurity in a second phase. 

The state-owned Maroc Telecom also partnered with Visa Corporation to boost digital payments and provide Visa payments services. 

The Ministry also agreed with Huawei to train university professors and regularly update educational content to reflect the latest technological advancements. 

 

Outlook: 

The recent information technology agreements signed by Morocco reflect the country’s commitment to becoming a leading destination for partnerships in Africa and the Mediterranean region with a focus on digitalization and connectivity. 

This is in step with Morocco’s 2030 Digital Plan that aims to foster connectivity and improve e-services prior to hosting the 2030 World Cup, which is typically highly scrutinized for the host country’s ability to manage a large-scale event.
