Morocco: Portugal Backs Rabat on Western Sahara Amidst Broadening Ties

On 23 July 2025, Portuguese Minister of Foreign Affairs Paulo Rangel made an official visit to Morocco to reinforce ties between the two countries. During his visit, Portugal expressed support for Morocco’s autonomy plan for Western Sahara, describing it as a “serious and credible” solution to the long-running territorial dispute. 

This position places Portugal among a growing number of countries backing Morocco’s proposal, which suggests limited self-rule under Moroccan sovereignty. The Algeria-backed Polisario Front responded by calling Lisbon to align with international legitimacy and law, and to defend human rights, including the right to self-determination and independence. 
In addition to the Western Sahara issue, the visit focused on strengthening the broader strategic partnership between Morocco and Portugal. Both sides highlighted key areas of cooperation, particularly in green hydrogen, energy interconnection, and maritime transport. The meeting ended with a joint declaration emphasizing their commitment to closer economic ties and a shared vision for regional cooperation. 

 

Outlook: 

Portugal’s endorsement of Morocco’s autonomy plan marks another step in Rabat’s growing international support for its Western Sahara position. As more countries, especially in Europe, align with Morocco, the Polisario Front and Algeria find themselves increasingly isolated on the diplomatic front. 

Portugal’s backing also reflects a strategic interest in green hydrogen cooperation, a sector where Morocco has taken a regional lead. By supporting the autonomy proposal, Portugal strengthens its ties with Morocco in energy and infrastructure, linking political alignment with long-term economic benefits.
