Mauritania: Government Interest in Expanding Energy Partnerships

On 15 May 2025, the Minister of Energy and Petroleum, Mohamed Ould Khaled, participated in the Africa Energy Summit in London.
The Minister presented the energy sector’s potential and touted the success of the Great Ahmeyim Tortue (GTA) project, referring to the partnership with Senegal, BP and Kosmos.
Ould Khaled said that they are looking at exporting on a regular basis following the success of the first Liquified Natural Gas (LNG) from the GTA offshore field.
He also highlighted the state’s effort to modernize its legal framework to attract investors by enacting the first law dedicated to green hydrogen in Africa, and an oil and gas law featuring a special promotional system offering improved financial and contractual terms.
Previously, in April, the Minister announced preparations to open bids for a new independent power plant tied to the GTA gas project in a step toward a fully privatized power generation model.
Outlook:
Mauritania is promoting its energy sector internationally as it seeks partnerships in the sector following the success of collaborations with BP and Kosmos.
The GTA project is likely to help Mauritania develop its economy through export revenues’ deployment in industrialization and infrastructure. The GTA project is also a first step in Mauritanian plans to become a hub for gas exporting.
Mauritania is also moving toward diversifying its energy sources and reducing dependency on West African electricity which has, at times, been vulnerable to security and political disruptions.
The GTA project, as well as previously announced green hydrogen projects, are important steps toward energy privatization and independence that will increase Mauritania’s own infrastructure and export potential.
