Libya: Italian Investment Firm Secures Benghazi Infrastructure Projects

On 15 January 2026, Belgassem Khalifa Haftar, Director General of Libya’s Development and Reconstruction Fund, signed three contracts with Italy’s GKSD Holding to implement major development projects in Benghazi. The agreements were concluded during a visit by a high-level Italian delegation led by Edmondo Cirielli.

The contracts cover the operation and management of the National Oncology Center, the maintenance and management of the Benghazi Medical Center, and the construction and operation of two waste recycling and energy-from-waste facilities. According to the Fund, the projects focus on healthcare services, environmental infrastructure, and sustainable development in the city of Benghazi.

Outlook: 

While Benghazi reconstruction projects provide local technical and operational benefits, they also fit into a broader strategic pattern of Italian and EU engagement with Haftar’s eastern government.

Recent discussions on migration and security cooperation suggest these efforts help Haftar strengthen his international legitimacy and reinforce bilateral ties with Italy. Although the initiatives do not fundamentally alter Libya’s overall political landscape or regional dynamics, they reflect Italy’s growing involvement in eastern Libya.
