Mauritania: $300 Million Deal to Develop Green Energy Production, Storage Site

Summary:

On 12 September 2025, Mauritania signed a $300 million agreement with renewable energy developer Ewa Green Energy to construct a 220-megawatt (MW) hybrid power plant near Nouakchott.  

The facility will combine 160 MW of solar and 60 MW of wind capacity, supported by a 370-megawatt-hour (MWh) energy storage system. Under the 15-year agreement, Ewa Green Energy will build, operate, and manage the plant, after which ownership will transfer to the Mauritanian government. The state-owned utility Somelec will purchase the electricity under a long-term power purchase agreement (PPA), with full operations expected by September 2026. 

The deal was officially signed by Mauritania’s Minister of Economy and Finance, Sid’Ahmed Ould Bouh, and Minister of Petroleum, Energy, and Mines, Mohamed Ould Khaled, alongside Moulay El Arby representing Ewa Green Energy. 

Outlook: 

The project reinforces Mauritania’s ambition to diversify its energy mix and expand renewable capacity, positioning the country as a growing hub for green energy in West Africa. The hybrid solar-wind plant, coupled with energy storage, will enhance grid reliability, support industrial growth, and provide clean power for domestic and export markets.  

Continued engagement with international developers like Ewa Green Energy signals rising investor confidence and may attract further foreign participation in the country’s renewable energy sector. 

Security and logistical challenges in the Sahel region could pose operational risks, but strong government oversight and strategic planning are expected to safeguard project implementation and long-term sustainability.
