Summary:

On 19 November 2025, Algeria’s Sonatrach and Vietnam’s PetroVietnam Exploration Production Corporation Ltd. (PVEP) signed a memorandum of understanding to strengthen cooperation across the oil and gas sector. 

The signing took place during the Algeria–Vietnam Economic Forum in Algiers and was attended by the Prime Ministers of both countries, Sifi Ghrieb and Phạm Minh Chinh, as well as the CEOs of the two companies. 

The agreement covers exploration, development, and production of hydrocarbons both in Algeria and internationally, including downstream activities such as refining, technical services, and LNG marketing. It also includes knowledge sharing on low-carbon solutions, research and development, and professional skills development.

The agreement reflects Algeria’s strategic intent to deepen international energy partnerships and broaden its role in regional and global energy markets.  

The focus on knowledge transfer, low-carbon solutions, and capacity-building signals a forward-looking approach that strengthens expertise and innovation in the sector.
