Tunisia: Norway’s Scatec Launches Operations at Tozeur Solar Plant

On 16 April 2026, Norwegian renewable energy company Scatec announced the commencement of commercial operations of the 60 MW Tozeur solar plant, marking a further step in Tunisia’s expansion of utility-scale solar capacity.

According to the announcement, the project, operational since 4 March 2026, will generate revenues under a 30-year power purchase agreement with state utility STEG, while Scatec holds a 51% stake and provides operations, maintenance, and asset management services.

The Tozeur solar plant was developed in parallel with the 60 MW Sidi Bouzid plant, which reached commercial operation earlier in 2026 following a government tender process. The two plants are expected to produce around 288 GWh of electricity annually and contribute to Tunisia’s renewable energy and energy security objectives.

Outlook: 

The commencement of operations at the Tozeur site marks a significant step in Tunisia’s renewable energy strategy, reflecting a policy environment increasingly oriented toward expanding the sector, supported by relatively established infrastructure and a continued government focus on addressing energy deficits and reducing import dependence.

This trajectory is likely to sustain efforts to attract further foreign investment into utility-scale renewable projects. However, it also underscores the persistent fiscal constraints facing STEG, which continue to necessitate reliance on foreign capital and external operators to deliver new generation capacity.

Tunisia’s energy transition remains structurally dependent on external financing, even as strategic ambitions in renewables expand.
