Libya: US-Led Flintlock Exercise Brings Together Libyan Security Actors

On 13 April 2026, the US Embassy Libya announced the launch of Exercise Flintlock 2026 in Libya, marking the country’s first-time hosting part of the multinational special operations exercise, with participation from forces aligned with Libya’s rival factions.

On 14 April, the opening ceremony took place in Sirte, formally initiating the Libya-based phase of the exercise. Led by US Africa Command, Flintlock brings together forces from over 30 nations across Libya and Côte d’Ivoire for joint air, ground, and maritime training.

Italy is supporting the exercise’s planning and execution, while Libya is hosting participating forces as part of the drills.

Outlook: 

While Libya remains fragmented and institutionally weak, the US-led Flintlock exercise underscores its enduring strategic value for Western partners, particularly the United States, as a security and energy partner in North Africa.

Amid heightened instability in the Middle East, Libya is increasingly repositioned as a secondary theatre where control over security dynamics and oil infrastructure carries both regional and global significance. The expansion of military cooperation reflects a calibrated effort by Washington to engage actors across Libya’s competing centers of power, not only to advance counterterrorism objectives but also to shape the balance of power on the ground.

In this context, fostering greater coordination among Libyan forces is viewed as an indirect mechanism to constrain Russian entrenchment and limit Libya’s utility as a logistical hub for Moscow’s broader activities in Africa.
