Libya: Eastern Military Leader Saddam Haftar in Washington for High-Level Meetings

Summary:

On 29 June 2026, US Secretary of State Marco Rubio and US Senior Advisor Massad Boulos met in Washington with Libyan National Army (LNA) Deputy Commander Saddam Haftar to discuss efforts aimed at unifying Libya’s military, economic and political institutions, according to statements from the US State Department and the LNA.

The discussions focused on potential avenues of cooperation to support national unity and advance a broader US-backed initiative, including military and economic coordination and steps toward institutional alignment among Libyan actors. US officials reiterated support for a Libyan-led process aimed at political consolidation and eventual elections, while the LNA highlighted engagement on proposals for broader cooperation.

Outlook:

The US initiative is expected to remain the main framework driving discussions between Libya’s political and military actors, with Washington maintaining engagement across the eastern and western governments to encourage movement toward a unified institutional arrangement. This approach is likely to keep other regional and international partners involved in a supporting capacity as efforts to bridge fragmentation continue.

The success of the process will depend on the inclusiveness of the dialogue led under US sponsorship, as any perception of exclusion or unequal treatment among Libyans could quickly generate pushback and complicate implementation. Despite the active US push, the stated objective remains to keep the outcome Libyan-led, with final decisions anchored in internal agreement among Libyan parties.
