Mauritania: Green Energy Projects Discussed with France, Italy

Summary:

On 1 November 2025, Mauritania signed a €39 million financing agreement with France to hybridize ten power plants in interior regions.

The financing agreement was signed by Abdallahi Ould Souleymane Ould Cheikh Sidiya, Minister of Economic Affairs and Development of Mauritania, and Emmanuel Besnier, French Ambassador to Mauritania.

The project, which integrates solar generation and battery storage, aims to enhance electricity output, reduce operating costs, and improve grid reliability across rural communes including Nouamghar, Oualata, Boumdeid, Chinguetti, and others.

A few days later, on 4 November 2025, Mauritania and Italy reinforced their renewable energy cooperation through discussions on a €2.5 billion green hydrogen and ammonia project, led by the Italian company COIPA Energy.

Building on a 2024 MoU, the initiative will use Mauritania’s solar and wind resources to produce hydrogen via electrolysis, convert it to ammonia, and export it through the Port of Nouakchott to Europe. This project positions Mauritania as a strategic player in the global clean-energy supply chain, while also reflecting Italy’s interest in long-term low-carbon partnerships in West Africa.

Outlook: 

The back-to-back discussions with France and Italy clearly underline Mauritania’s appeal to foreign investors in the renewable energy space.

The hybrid power plant project with France will strengthen domestic energy access and reliability, providing a strong foundation for larger export-oriented ventures.

At the same time, the green hydrogen and ammonia initiative has the potential to position Mauritania as a key clean-energy exporter to Europe, leveraging both its natural resources and strategic geographic location.

With continued government support, clear regulatory frameworks, and successful project execution, Mauritania is poised to become a regional hub for renewable energy investment, attracting further international partnerships and contributing to West Africa’s energy transition.
